Chateaubriand acted as French plenipotentiary at the Congress (1822), where the majority of powers voted to grant France the mandate to restore absolutism in Spain by force of arms. The French invasion hastened the recognition of the independence of the Spanish colonies by England, Canning declaring that he had "called a new world into existence to redress the balance of the old" and that "if France had Spain, it would at least be Spain without her colonies."
